I've been reluctant to add the character creation guidlines to this board, since they're not only published in the GWF Files 1 and 2, but on the Filsinger Games web page as well, but with the number of "errors" I'm finding on almost everybody's character, I feel it's necessary to place them on this board as a reference. I'm also including some questions I e-mailed Tom in 1999 when he first published the guidelines in issue #39 of the GWF Promoter about some of the guidelines, as well as his response.
1. There must be a way to use all 4 major game charts on every wrestler's card. This rule may have been violated in the first edition where some wrestlers do not have a Deathjump option on their card. That doesn't happen any more and hasn't happened in a long time.
2. Each card will have 3 Chart situations (such as "Into the Ropes") and 2 Choice situations (such as "ch F"). Remember, rule #1 above must be met. Of the 3 Chart situations, 2 will have a (ch) and one will not. Out of the ring and Deathjump only appear at Level 3 Offense and Into the Ropes and Into the Turnbuckle only appear at Levels 1 and 2. When Into the Ropes or Into the Turnbuckle appear at Level 1 Offense, there is never a (ch); they are always "forced" moves.
3. Agility and Power situations only occur at Level 1 Offense and on a roll of "1" on Level 2 Offense.
4. On Level 2 Offense, Choise Situations and Chart Situations always occur inbetween the Level 2 moves (such as "punch - 2") and Level 3 moves (such as "piledriver - 3"). Of course, moves must always move in order of potency (in other words, "piledriver - 3" would not occur on a roll of "1" on Level 2 Offense.) Chart Situations appear second. For example, a roll of "3" may be "Into the Ropes" and a roll of "4" may be "punch - 2 (ch C)," but never the other way around.
5. Obviously, Finishers only appear on Level 3 Offense.
6. The only Chart situation that may be repeated is Out of the Ring.
7. When two Chart Situations occur in a row, the one with a (c) comes first. For example, a roll of "2" on Level 3 Offense may show Out of the ring (c) and a roll of "3" may show "Out of the Ring," but not the other way around. There may be some exceptions, but not many.
(On a personal note, I never really understood that last sentence, so as a general rule, when I create my characters and the moveset falls into this category, I follow this rule to the letter, and never put a Chart Situation with a (c) below one without a (c), just to be on the safe side.)
8. On defense, there is never a "down - 3" on Level 1 Defense.
9. (tag) options usually decline as a wrestler becomes "hurt" and "down". The most (tag) options are usually at Level 1 Offense.
10. Wrestlers usually have more and better comebacks at Level 1 Defense and the same is True for Level 2 vs. Level 3.
11. There is only one PIN per card and the diference between the baseic rules (does anyone even play the basic rules??) and the advanced rules on PINS is always 3. In other words, there may be a PIN of 6(3), but never 6(2) or 6(4).
12. Almost all the time a wrestler has a (lv) option and only on Level 3 Defense.
13. Cage Ratings are never supposed to differ from advanced PIN ratings by more than 2. For example, a wrestler with a PIN rating of 6(3) would have a Cage Rating from 1-5, depending on his perceived ability in a cage.
14. Agility and Power ratings are never better than "-5" or worse than "+5".
15. There are never more than a combinatin of 3 (ag) and (pw) situations on Level 1 Offense.
16. Unless it's a total bum, the only time Level 1 moves occur (such as "headlock - 1") is on Level 1 Offense or on Level 2 Offense. Usually there are two Level-1 moves on Level 1 Offense. If there is one Level-1 move on Level 1 Offense, there is usually one Level-1 move on Level 2 Offense (and always on a roll of "1").
18. (ch G) and (ch H) only occur at Level 3 Offense. (ch A) and (ch B) never occur at Level 3 Offense.
19. In Issue #40 of the GWF Promoter, Tim Dalton added this rule because Tom had forgotten about it. Defensive tags attach only to the same lvel of Defense the wrestler is at. For example, a "hurt - 2 (tag) can only appear at Level 2 Defense, "dazed - 1 (tag)" at Level 1 Defense and "down - 3 (tag) at Level 3 defense. (This is a big "rules violation" that even occurs on this board, and one of the things I try to fix when I clean-up everybody's characters before I post their .PDFs.
Now, as promised, this is a reply to an e-mail I sent Tom answering some questions I had about some of the rules.

All you could have is Into the ropes and 2 Out of the Rings. No more. You'd have to account for turnbuckle with ch B and deathjump with ch G or H.

There may be one or two exceptions, but unless there's a strong reason to the contrary, each card should have at least one pw and one ag situation.

It's got to be a wrestler that has an awesome defense and is very hard to do damage to!

All you could have is Into the ropes and 2 Out of the Rings. No more. You'd have to account for turnbuckle with ch B and deathjump with ch G or H.
